We compared the cities that appear most often in retirement roundups (Dumaguete, Cebu, Davao, Baguio, Subic and others). Rent figures are crowd-sourced Numbeo data from Oct 15, 2026; safety notes come from the State Dept Philippines advisory (Level 2, issued Sep 1, 2026). There is no official "best" list; pick by healthcare access, climate, airport access and budget, and spend a month there first.

Dumaguete (Negros Oriental)

The most-covered retirement town on YouTube and in competitor guides: a small university city with a waterfront boulevard. 1-BR rent averages about $234 (centre) on Numbeo (thin data).

Safety: the State Dept flags insurgent activity in certain rural and remote regions of Negros (Level 2 caution). Check the advisory map for the area you choose. Smaller hospitals than Cebu/Manila [verify specialist availability].

Cebu City and Mactan

Big-city services, a major international airport (Mactan-Cebu) and a US Consular Agency in Cebu City (per the State Dept). 1-BR centre ≈ $506 on Numbeo.

The State Dept says rideshare apps are widely used in Metro Manila and Cebu. Traffic and heat are common complaints.

Davao City (Mindanao)

Large city with low rents (1-BR centre ≈ $275 on Numbeo).

Read the advisory carefully: most of Mindanao is Level 3 "Reconsider travel", but the State Dept excludes Davao City Central Business District and airport, Davao del Norte, Samal Island and Siargao from that Level 3 area. Marawi and the Sulu Archipelago are Level 4 "Do not travel". Source: State Dept Philippines advisory (Level 2, issued Sep 1, 2026).

Baguio (Benguet)

Mountain city known for cooler weather. 1-BR centre ≈ $402 on Numbeo. Hilly and walk-heavy; consider mobility.

Climate claims: see PAGASA for official data. Several hours by road from Manila's airport [travel time varies].

Subic Bay / Olongapo and Clark / Angeles

Former US bases in Central Luzon with established expat communities. Angeles 1-BR centre ≈ $342 on Numbeo. Clark has an international airport.

We did not find a reliable Numbeo dataset for Subic [unverified costs].

Iloilo City (Panay)

A mid-size city often praised for walkability and food. 1-BR centre ≈ $311 on Numbeo.

Lower profile among expats; fewer foreign-retiree services than Cebu or Manila.

Metro Manila

Best hospital choice and the US Embassy (including the SSA Federal Benefits Unit and VA Manila clinic, per the State Dept/Embassy). Highest rents in our table (1-BR centre ≈ $542 on Numbeo).

Heavy traffic and air quality issues; see our Manila guide.
